Passionate, Responsible E-Bike Riders Promoting Fair Access

E-Bike Access is a non-profit, public benefit corporation advocating for safe, legal, and equal access to pedal-assist e-bikes. We are a diverse group of artists, business professionals, environmentalists, lawyers — all passionate e-mountain bikers united by a shared love for nature and cycling.

We stand for equal treatment for all riders, regardless of age, physical condition, or disabilities. With a deep respect for the environment and the communities where we ride, we promote responsible e-bike use to ensure access for future generations.

Our Story & Mission

Decades ago, we helped blaze the path to obtain the right to ride mountain bikes in the Marin area. 

Over time, as some of us have grown older or faced physical challenges, pedal-assist e-bikes have become vital to continuing our connection with nature. These bikes empower us to enjoy the outdoors while upholding the same principles we’ve always embraced: respect for others and protection of our fragile ecosystems.

Unlike other cycling advocacy groups, E-Bike Access focuses exclusively on expanding e-bike access in Marin County. Our work involves close coordination with organizations like the Marin County Bicycle Coalition, One Tam, Safe Routes to Schools, Access4Bikes and other aligned groups. Through collaboration and community engagement, we aim to ensure fair and responsible e-bike access.

What We Do

Our advocacy efforts span a wide range of activities:

  • Policy Leadership: Three of our founders served on the MMWD Citizens Advisory Committee on E-Bikes, where we authored the majority report supporting e-bike access on equal terms with traditional bicycles.

  • Community Campaigns: We participated in Trail Partners’ Slow & Say Hello campaign to promote trail etiquette and environmental respect.

  • Trail Stewardship: Members volunteered as Trail Ambassadors with One Tam, fostering collaboration among MMWD, GGNRA, Mt. Tam State Park, and Marin County Parks.

  • Super 73 Project: We lead efforts at local, state, and national levels to address the dangers of illegal throttle devices mislabeled as e-bikes.

  • Ongoing Advocacy: We continue working with MMWD to ensure fair e-bike access as part of the Recreation Management Plan.

Our commitment extends beyond e-bikes—we actively support mountain bike advocacy groups and environmental organizations, building bridges for a more inclusive and sustainable outdoor community.

BILL ABRIGHT

Marin resident for half century. Taught Art at College of Marin for four decades.  Active in San Anselmo affairs.  Accomplished ceramist and artist.  Road MTBs for almost 40 years; eMTB for last five years.  Founding member of  Bicycles Trails Council.  Member of Marin County Bicycle Coalition, Friends of Tamarancho, and MMWD Community Advisory Committee on E-bikes.  Trail Partners’ Slow & Say Hello volunteer.  “Let’s reaffirm our common values and move toward an appreciation of one another’s needs and interests.”  Spending time on Mt. Tam is “good for the person and good for the community, whether by foot or bike or horse.”  Member of Board of Directors, E-Bike Access.

JOHN BOESCHEN

Dedicated road cyclist for almost 30 years including biking across the U.S. in 1970, but switched to mountain biking the first day after moving to Marin in 1987. His passion for mountain biking has included environmentally sound trail building—most notably, a 6-year stint working on the original trails in Tamarancho.  Since 2009 he’s done his local shopping and errands on pedal-assist bikes. With lungs and legs aging, he looks forward to moving from non-assist suffer bikes to pedal-assist bikes on Mt. Tam.  Look for him kayaking in the Bay, as recounted in his book Reflections on San Francisco Bay, A Kayaker’s Tall Tales.

DAN CRESSMAN

Resident of Marin County & San Francisco corporate real estate executive for 40 years. Park Warden in Banff National Park in mid-70’s.  Degree in Range & Wildland Sciences from the University of California, Davis. Past advisor to the Sonoma Land Trust.  Board Director for Canadian Studies Program at the University of California, Berkeley.  Supports multiple environmental & non-profit causes through the Marin Community Foundation. Active eBike rider with over 4,000 miles on Marin County trails & fire roads.  Member of Board of Directors, E-Bike Access.

LUCY DILWORTH

Marin resident and e-bike enthusiast.  Corporate and securities lawyer.  Tech start-up law professor.  Legal Services for Children volunteer.  Foreperson of Marin County Civil Grand Jury.  Founder of Bald Hill Firewise Community.  After leg injury, she’s back on two wheels again, thanks to e-bikes.  Enjoying Marin’s enchanting open space and watershed along with husband who has biked for years.  Member of Board of Directors, E-Bike Access.

JONATHAN FRIEMAN

An impassioned community advocate for a sustainable future, focusing over the years on issues ranging from the Homeless Advocacy Project in San Francisco to the California Clean Money Campaign, and Marin Clean Energy.  Served on the San Rafael Business Improvement District and helped bring FQHC status to the Marin City Health and Wellness Center.  Past assistant coach for San Rafael High School’s varsity football team.  Longtime mountain biking enthusiast, and now ebikes.  Co-founder and Member of Board of Directors of E-Bike Access.

BOB MITTELSTAEDT

Longtime resident of Marin County and (mostly) retired trial attorney in San Francisco, with decades of jogging, hiking and biking on Mt. Tam.  Found a second life with eMTB and eRoad bikes.  Member of the MMWD Community Advisory Committee on E-Bikes.   Member of Marin County Coalition Against Human Trafficking; Discovery Master and Settlement Judge for Marin Superior Court; past board member of Lawyers for Civil Rights Under the Law and San Francisco Bar Association.  Volunteer ambassador for One Tam. Peace Corps Volunteer, Micronesia.

ANDY LEVINE

Worked for over 30 years at East Bay Municipal Utility District (EBMUD) departments of Water and Natural Resources, Engineering, Operations, and Information Technology. Served four years on the Senior Management Team and CIO until retirement in 2022.

Grew up in Mill Valley; Bachelor of Science degree in Civil Engineering from UCLA ; Master of Science degree in Civil Engineering from the UC Berkeley, both with a Water Resources emphasis. Registered Professional Civil Engineer.

Lives in Mill Valley with his wife Jennifer and tries to ride bikes every day. Mount Tamalpais is one of his favorite places to explore. Rides a Specialized Levo SL.

Al BAUMANN

Veteran of the Marin Open Space Trails Committee and eight years on the Marin Parks and Open Space Commission. Officer of the non-profit Friends of Stafford Lake Bike Park, avid supporter of the NorCal League, and manages the multi-use, private trails at Baumann Ranch.  To quote NoAirAl: “All the 2 wheeled and 4 legged users of our ranch trails love each other.” Al brings his wealth of experience to the E-Bike Access Advisory Committee. 

MICHAEL KELLY

Bay Area advocate for mountain biking for four decades and member of Marin Museum of Biking Hall of Fame.  Helped form the Bicycle Trails Council of the East Bay and the International Mountain Bicycling Association. An ambassador for mountain biking, and avid participant now on an ebike.  Emeritus Member of E-Bike Access Advisory Board
